Here are the details of the latest Express Entry draw:

In terms of this most recent draw, it’s a very low Comprehensive Ranking System (CRS) score cut off: the average CRS score cut off for 2021 PNP draws was 741 before this draw. In fact, it’s the second-lowest CRS score cut off this year (the lowest being 682 on March 17, 2021)
The number of invitations to apply (ITAs) issued is well above average – the average for PNP draws this year had been 553 until now.
This draw continues the 2021 convention of program specific draws that exclude people applying under the Federal Skilled Workers (FSW) program.
So far in 2021 there have only been draws targeting PNP and CEC candidates – Since the start of the pandemic, IRCC has been focusing on admitting immigrants who are already in the country. When the Canadian government closed the border, it also closed the door to people who were approved for permanent residence from outside Canada.

As mentioned at the top of the article, in 2021 IRCC have focused on candidates who are most likely already in Canada:
- So far in 2021, Express Entry draws have only been for candidates in the Provincial Nominee Program (PNP) and Canadian Experience Class (CEC) programs
- On 13th February, 2021, IRCC invited every single Express Entry candidate who was eligible under the Canadian Experience Class to apply for permanent residency – that’s 27,332 people.
- On April 14th IRCC announced a new pathway to permanent residence for 90,000 temporary workers and international students already in Canada.
The continued approach to exclude Federal Skilled Workers (FSW) candidates is even though most pandemic-related travel bans have ended and new permanent residents with valid CoPRs are once again allowed to travel to Canada to complete their immigration process.
This figure is far more ambitious than the immigration levels plan, which says IRCC is aiming to admit at least 108,500 immigrants through the Express Entry system in 2021. Although not everyone who receives an invitation will get permanent residency, IRCC has already invited more than it needs to meet this goal for the year. Plus, those who are invited in this draw, and the draws for the rest of the year, will likely see their applications processed in the new year.
At this point, Immigration Canada is aiming to admit 110,500 Express Entry candidates in 2022. Although, that might change when the new immigration targets are announced.
What is Express Entry?
Express Entry is the application management system for Canada’s three most popular immigration programs: the Canadian Experience Class, the Federal Skilled Worker Program, and the Federal Skilled Trades Program. PNP candidates in the Express Entry pool have already qualified for one of these programs.
Express Entry uses a points-based system, the Comprehensive Ranking System (CRS), to rank candidates’ profiles. The top-scoring candidates receive an Invitation to Apply (ITA), and can then apply for permanent residency.
From there, an IRCC officer reviews their application and makes a decision. They will ask for biometrics and may set up an interview or request more documents.
If the application is approved, IRCC issues a Confirmation of Permanent Residence (COPR). Approved permanent residents can then complete the landing process. If they are outside Canada, they can access pre-arrival services to help them with the first steps for settling in Canada.
