The objective of the two streams is to make it simpler for Hong Kongers to travel to Canada to study, work, settle and apply for PR. The purpose of this pathway is also to attract outstanding candidates who will push the country’s economy ahead — especially as Canada prepares to reopen after the COVID-19 epidemic. This is also a means to acknowledge the human capital contributions made by Hong Kong residents to Canada’s economic and social-cultural landscape while also supporting democratic principles. The streams of this Canada immigration will be in effect from June 1, 2021, to August 31, 2026.
Applicants must fulfill the general standards listed below in order to meet the conditions for both streams of Canada immigration, and each stream will have its own set of criteria:
- hold a valid passport issued by Hong Kong Special Administrative Region of the People’s Republic of China or the United Kingdom to a British National (Overseas) as a person born, naturalized, or registered in Hong Kong
- be physically present in Canada when you apply and when you get permanent residence
- have valid temporary resident status in Canada
- intend to live in Canada, in any province or territory other than the province of Quebec
- meet the language, education, and work requirements and must be in Canada when submitting their applications and when their permanent residence is granted.
Stream A: In-Canada graduates
The first stream aims to allow qualified Hong Kong residents to work in Canada for a three-year open work permit while also allowing them to apply for permanent residency more rapidly. To be eligible for the stream, applicants must have had a degree, diploma, or graduate certification from a certified post-secondary learning institution in Canada within the past three years. They must also complete at least half of their program while in Canada.
Stream B: Canadian work experience
The second is for candidates who have worked in Canada for at least one year full-time or 1,560 hours part-time in the previous three years. Those who apply must have earned a degree, diploma, or graduate certification from a post-secondary learning institution in Canada or abroad within the past five years.

What documents need to apply for the streams pathway for HK residents??
Hong Kong applicants should acquire all needed papers before filing for PR Canada immigration application, including:
- a language test results that show you have a level 5 score in all four skills
- a statutory declaration explaining where you plan to live and why
- proof of documents showing any ties you have to the province or territory (outside Quebec) where you plan to live.
- proof of your in-Canada education background or educational credential assessment (ECA) if graduated from outside Canada; and Canadian work experience (for stream B)
