International students coming to Canada
Since August 9th, 2021, students entering Canada who have received two doses of vaccines under four types of government rules, including AstraZeneca, Pfizer, Jonson & Jonson, and Moderna, will be exempt from the 14-day quarantine and day-8 testing requirements. However, students need to comply with all these mandatory requirements under Canada immigration 2021 law:
– Students must be eligible to enter Canada on the specific date they enter
– Having no signs or symptoms of COVID-19
– Have received two doses of an accepted COVID-19 vaccine or a combination of accepted vaccines
– Have received the last dose at least 14 days before the day enter Canada
– Finish upload proof of vaccination in ArriveCAN
– Meet all other entry requirements (for example, pre-entry test)
During the quarantine period in Canada, all students must adhere to the public health measures in place, including monitoring for COVID-19 signs and symptoms, wearing a mask in public, and keeping a copy of their vaccination documents and test results. They also need a list of close contacts, visited places for 14 days after entering Canada.
In case students are still not eligible for the isolation exemption policy as vaccinated persons, they have to isolate for 14 days at a government-reported location while also completing the daily medical declaration via the ArriveCan app after entering Canada.
What do students need to do before and during quarantine time?
• Pre-entry requirements:
All students must use the ArriveCAN app to register their contact and travel information before entering Canada. Anyone arriving in Canada who has not tested negative for COVID-19 within 90 days must provide evidence of a negative COVID-19 test. It must be completed within 72 hours after entering Canada or the flight’s scheduled departure time to be legitimated. Documentation of a positive COVID-19 molecular test performed between 14 and 90 days before entrance into Canada or the scheduled flight will be required if a person has previously tested positive for COVID-19.
• Requirements upon arrival:
According to CIC, students entering Canada will be subjected to a COVID-19 test upon arrival and another on the eighth day of their 14-day quarantine period. Students have documentation of a positive COVID-19 test conducted between 14 and 90 days before travel, the requirement is removed. Individuals entering Canada are required by law to quarantine themselves for 14 days to help prevent the spread of COVID-19.
Quarantine plan
Students should already have a plan to manage the quarantine period as part of their COVID-19 readiness plan. They can contact the school for help creating a quarantine plan before leaving for Canada, and they must submit the plan to immigration officers using the ArriveCAN app. During the pandemic, this app is used to connect officers with travelers, and it’s where students will submit all of the papers they will need for the trip. A student’s compliance with the quarantine regulation is ensured by requiring them to reside in a private room and submit a daily health report via ArriveCan.
In addition, students also still need a quarantine strategy even if they have been fully vaccinated. This plan is applied in case the border officer determines they do not meet the exemption. They will need a translation if their vaccination evidence isn’t in English or French.
