Who can come to Canada after the border opens?
The Government of Canada has been releasing a new implementation on travelers going to Canada following the particular criteria from August 2021. Many people remain unclear on how they can enter the country, the following information will help them figure out whether they are eligible to immigrate to Canada when the country’s border is opened.

With Canada’s open immigration policy, it is regarded as the most welcome country. Although much of the country’s border is still blocked in most places in the world, as a result of the Covid 19 epidemic, the government of Canada surprises immigrants by announcing that Canada’s border would be open in September. Consequently, hundreds are already progressing on their intention to move to Canada next month to study or work, improving the government’s economy forward – especially since Canada is ready for re-opening following the COVID-19 pandemic.
Canada is currently one of the world’s top countries with the percentage of vaccinated individuals, leading to a decrease in the number of positive Covid-19 persons across the country. That is why the Government of Canada is confident that they will open the border to individuals who satisfy the particular immigrant requirements in Canada.
Who can enter Canada when the border opens?
Canadian citizens (including dual nationals), people enrolled under the Indian Act, permanent residents of Canada, and protected persons (refugee status), according to IRCC, have a legal right to immigrate to Canada. Furthermore, when the border opens, these fully vaccinated foreign persons will be permitted to enter to Canada on the following dates:
- August 9, 2021: American citizens and permanent residents of the United States who are already residing in or arriving from the United States; and who meet the requirements for the fully vaccinated traveler exemption are welcome in Canada.
- August 9, 2021: French residents residing in Saint-Pierre-et-Miquelon; and who qualify for the fully vaccinated traveler exemption.
- On September 7, 2021 (tentative), any other foreign citizens who meet the requirements for the fully vaccinated traveler exemption will be able to immigrate to Canada.
How to know if travelers qualify to immigrate to Canada?
To be eligible to come to Canada when the border opens, travelers must be on the exemption list of fully vaccinated, which needs the following information:
- be eligible to visit Canada on the specified date
- be free of COVID-19 symptom
- have received the whole series of a recognized COVID-19 vaccine (Pfizer-BioNTech, Moderna, AstraZeneca/COVISHIELD, Janssen/Johnson & Johnson) or a combination of acceptable vaccinations
- have received the last dose at least 14 days before entering Canada
- submit evidence of vaccination in ArriveCAN
- fulfill all other entrance criteria (for example, pre-entry test)
Since those travelers are on the exemption list, they are free from quarantine after immigrate to Canada. However, they must also fulfill the requirements to ensure that the Covid-19 virus is not transmitted, which ask them to always wear a mask in public places, keep a note of all close contacts during the first 14 days in Canada; and keep an eye out for signs and symptoms of COVID-19.
Moreover, if such passengers are not vaccinated but regard as one of the candidates listed below, they are allowed to come to Canada under certain conditions:
1. Foreign employees
The Canadian government accepts those who have a valid work visa and typically reside in Canada, even if they have been laid off. To be specific, they have to satisfy all of the following requirements:
- have a letter of introduction for a work visa (open or employer-specific)
- have a valid immigration medical exam
- can work after they have completed their quarantine in Canada (unless exempt)
- have a legitimate employment offer, or do not require a valid job offer if they work with a spouse/common-law partner through an open work permit.
2. International Students
International students who want to immigrate to Canada when the border opens must have a valid study permit or a letter of introduction proving they have been accepted for a study permit. In addition, they must be enrolled in a designated learning institution (DLI) with a COVID-19 preparation plan approved by their province or territory.
Foreign employees and international students who do not qualify for the fully vaccinated traveler exemption or other special exemptions must fulfill the following conditions to enter Canada:
- Evaluate the quarantine plan before the flight
- Obtain the pre-entry molecular test result
- Register in advance for their arrival test – Submit their travel and quarantine arrangements through ArriveCAN
- Have their ArriveCAN receipt, test results, and quarantine plans ready for assessment by a Border Services Officer.
Since June 20, 2021, the number of Covid-19 cases has been decreasing, giving immigrants opportunities to come and make a fresh start in Canada. The Canadian government’s act of welcoming newcomers also indicates that the country is on track to meet its immigration target for 2021; since the number of persons getting their Permanent Resident card has increased in the previous three months.
